This is a known issue. There was meant to be a hotfix today to address it, but unforeseen circumstances delayed it.
In the meantime, you will need to keep traveling to The Gulch until it lets you interact with it.

Why don't any of you "moderators" reply to people who can't access their accounts?? I mean the amount of people that ask for assistance with error codes and not getting help is ridiculous...yet bungie is very quick to ban people for connectivity problems but can't fix their own p2p problems. A complete shambles.
