The question - are snipers not leaning into the idea of risk vs reward enough and in general, are they too all-purpose without punishing/rewarding appropriately?
Personally, I would like to see the rapid-fire archetype of sniper rifles removed or altered. The ability to use a sniper like a glorified scout rifle spoils the general gunplay of Destiny too much.
I've always been a fan of a sniper that does 90% to the body and one-shot to the head, with almost instant scoping and snap capability with little to no movement penalty to sniping while on the go.
If you hit the body, then finishing the target should require switching to a secondary, nade, or melee to finish in most cases.
Each shot should require chambering the next round. I think an interesting idea is all snipers come with Outlaw as an intrinsic perk. That would reward the skillful use of sniper rifles ensuring that top-tier snipers are still absolute beasts.
If we kept rapid-fire in the meta, then I would recommend we change them to be 3 to the body, which would have a ripple effect as to their usefulness unless you can consistently hit the head of a target. The benefit to rapid-fire is if you miss the head, you can still do follow-up shots to try again.

Don't underestimate a good double tap. That being said Rapid-Fire snipers definitely have never been a problem. Ever.

maybe make a rapid firing sniper rifle to has lowest recoil but having 10 rounds in a mag? less damage than standard and high powered frame. seriously Destiny never have automatic magazine shotgun (AA-12 kind) nor 10-15 round sniper rifle (M110 kind)
