Solved!
Somehow Kaspersky was stopping it from running properly, even when destiny2 was set to trusted application, disabled it completely and 'secure connection' uninstalled. It took a full uninstall of the entire Internet Security suite for it to work again.
I have moved this issue to [url=https://community.kaspersky.com/kaspersky-internet-security-13/kaspersky-was-somehow-completely-blocking-destiny-2-6157]their forums[/url] in case others run across it.

Additional steps taken:
Have verified integrity of game files before and after re-install
Have changed DNS between OpenDNS, CloudFair and Google's
Have updated graphics drivers to newest
Disabled Anti-Virus and Firewall
Still same issue as in image above.

Any chance you're running Kaspersky or another custom AV? It took a full uninstall of my Internet Security suite for it to work.

I use ESET Security, still got the Proplem after uninstall my AV, i have no idea whats causing this problem
