Resonate Stems not producing Override Frequency, Nacent Dawn 1/5 bugged

After completing the entire Nacent Dawn (5/5) questline on one character, I cannot produce any override frequencies on subsequent characters and thus have been stuck on Nacent Dawn 1/5 "Node Acquisition"
It seems to be an issue with the Season of Dawn patch, as many others have reported the same issue since its launch.
