I've gotten it from prime engrams and doing the heroic missions on the Tangled Shore, when they are available. Other than that, may RNGesus smile down on you with favor.

I’ve done the heroic “hangman” mission at least 50 times in a row and still haven’t gotten the memory of Cade cloak. I’m so pissed off at bungee right now, probably been doing it for about 12 hours. When they patch something they should at least put out notes so I don’t waste my time on this stuff. Any other helpful hints would be most appreciated
