I think the problem is, the people that are developing this game, don't play the game so they don't know what is fun or what is just tedious or what is rewarding. I am sure some people at Bungie play, but they aren't the ones tuning the game and making content . That would certainly explain why things like this flop. It's like a chef trying to cook that has no sense of flavors and how things go together.
