I wouldn’t see it so much as throwaway loot considering in 2.0 you can pick what roles is applied to your armor. Following shadowkeep I see gear more as to look good with high stats rather than before shadowkeep you would have to farm an exact piece of gear you thought to look good for good roles. With factions they would need to be implemented the correct way to solve the “useless” effect. They would need to be worth grinding for like in D1 with the exotic class item. Which in my opinion was well worth it. I never wear another class item after that.
