Sway Reduction perk just tightens your cone when shooting, it actually doesn't touch your recoil. Hold down your trigger and you'll notice the bloom closing in. Though don't find myself missing targets much in short-mid ranges using autos.

Actually Counterbalance mod is not recommended on some auto rifles. For the Halfdan-D though, yes the Counterbalance mod will help it. The Sway Reduction seems useful in PvP but I've never really found it being too useful for PvE. Basically any recoil direction closer to the digit 5 such as 25, 35, 45 should not use CB mod. Recoil directions of 20, 30, and 40 however should. Whichever one that lands you closer to the "5" when CB mod with the +15 added is the determining factor of whether or not you should use it.
