I have this exact same issue, account shows restricted, cannot play crucible or gambit and I do not know when the account will be back

You have 2 weeks from the date it got set into effect. It's because of a bad connection so take the time to fix your connection during these two weeks with your ISP. If you are reported again for a bad connection after your restriction it will increase to 4 weeks and the third time is permanent.
