This issue has been reported for over a year. Basically it's an incompatibility of modem/router. If you don't have the one from the right manufacturer, you're done. Only fix is to get one that works with the game. Hence Bungie's comment here asking about your router/modem. They've never done anything about it in the past years, they won't start now

  • might as well start blaming thousands of players for their connection. now correct me if im wrong but Destiny is the only game that kicks u out randomly, gives u 3 different errors and probably have the worse peer to peer and peer to server connection ive ever seen. ok the server requires certain internet to play flawlessly without issues. but you cannot convice me that other developers designed their shit the same way. now wether or not if that is true or not. i guarantee u that a small percentage of players will tell you that there are other games that act the same way. food for thought

  • The thing is, players have even swapped their modems left and right when these errors started happening and nothing has changed, even being supplied new ones. I realized that this issue started happening with me after the Cross-Save feature was implemented and nothing on my end changed. And everything else in my house works perfectly fine. My other games aren't experiencing any problems either. Xbox Live itself works just fine. I just can't see some of these occurrences as issues with player modems. I used to believe it was an incompatibility issue myself until I dug into a ton of posts and noticed how these errors appeared to behave and when they started happening for a lot of players. It's also getting worse for some players, particularly after some recent patches and/or maintenances.
