Because lower rarity gear have limited uses, and are only good for leveling up, or getting materials.
Besides, most ornaments are legendary quality, which should be self-explainable as to why they go into only legendaries, even if they're just cosmetic.
Exotics are a special case since each exotic that can have ornaments, only have ornaments that are unique to them.

this does not make any sense at all. why should my armor type matter when its merely COSMETIC? why wasnt this included in the fine print? i just blew 1500 silver on something that i can't even use immediately.

This has always been the case. Most people aren't going to keep blue gear as it has far less useful perks than Legendary gear. There was a time you couldn't use rare blue gear for infusion either. Trust me, a week from now you'll have plenty of Legendary gear to show off your new ornaments. Just keep doing the activities that reward it and don't forget to cash in your Vanguard and Crucible tokens. Unfortunately a lot of Destiny involves grinding away until you get the gear you want.
