i just got the exact same set and it can only be used on legendary gear. which does not make any sense since the ornaments are MERELY cosmetic. yes, not even on exotic gear. this is frustrating because it isnt stated in the shop before you buy it. i have also started a thread on this issue, hoping to get a reply soon. https://www.bungie.net/en/Forums/Post/254000387

the rreason its not on exotics is so that in pvp you know what youre up against. in pvp you can look at someone and go "hey that guy uses X exotic, so i know he can do X with it"

You cannot use universal ornaments on exotic armor. Also, the universal ornaments are only compatible with armor that has dropped on, or after, the launch of New Light and Shadowkeep which was October 1st.
