You chose your steam account (with no characters) as the active cross-save file. It seems you wanted/should have chosen the ps account. You need to deactivate cross-save, wait 90 days, then reactivate cross-save & choose ps account.

Hey, yeah i tried that and got "Cross Save cannot be unlinked for 82 days because you’ve purchased Silver on your PlayStation Network account recently." With a button that says "Resolve 1 Error" before it, with my character there

Well. Then you just gotta wait out that time before you can go through the steps I mentioned.

I haven't deactivated it because I cannot! Is there any other way that I can contact Bungie without going through a forum?

Not that I’m aware of. Next time, just gotta make sure to do it properly. Your only other option that I’m aware of is to just make character on steam account & play it to level it up
