This could be bad advice, so do it at your own risk, but here we go.
My transfer failed multiple times. But, I went to my Profile, and it showed that my Steam account was linked.
So, I took a leap of faith, started the game, accepted all the scary messages, and I found my character had indeed been transferred.
So, ONLY IF your PROFILE SHOWS A LINKED STEAM ACCOUNT, it might be worth a try. However, this is still a risk! BE CAREFUL.
If your profile does not show a linked Steam account, DO NOT PROCEED AND WAIT INSTRUCTION.

@Porang3 Did you check to see if your account was linked on the bungie website or did you check somewhere else like steam.

did you activate crosssave beforehand? (i'm not talking about the battlenet to steam move btw, i mean crosssave)
