Because the only individuals that can prove that evidence is Bungie themselves.
You and I have 0 tools to actually prove what is going on being the scenes. Accusing others of breaking the terms of service (whether there is actual cheating or not) leads to harassment - which is against the Code of Conduct and will be removed.
Naming and shaming others has never been allowed on Bungie.net in almost 20 years. Use the report form that Bungie provides if you believe that someone is cheating. No need to post it on the forums.

To be fair though if say a guy for an entire match is firing his 340 RPM pulse rifle 4X faster than it's supposed to shoot is any more evidence really necessary? Or in one case I had a while ago everyone on my team was seeing the same guy teleporting constantly and taking extremely delayed damage for the entire match. If I'm understanding what player to player connections are do you mean to tell me that EVERYONE on my team had a terrible connection to him that fixed itself the next match? Coincidentally that same guy has been offline since then so either my report and recording got him banned or he hasn't changed his account settings since then.
