I realise this is a slightly over the top reference, but it's essentially for the same reason you report crimes to the police instead of posting on twitter and hoping someone does something about it.
This is a forum to discuss the game, it's not a reporting tool, that already exists.
If more people actually used it instead of posting here, reddit or on social media, then maybe more might be done.

A lot of people _don't_ report crimes to law enforcement for the same reason many Destiny players don't bother reporting cheaters to Bungie: there's no point because nothing will be done, and worse, you may get threatened with a forum ban just for bringing it up. There's more chance of something being done that if you just whinge about it on a forum though. You also don't risk anything if you actually follow the procedure put in place.
