Because people have limited spare time, and they want to spend it playing a game, a game that has rules, and one of the rules expressly forbids cheating, and this game was paid for by customers who work hard for their money and wouldn't have bought the game if they'd known how rampant cheating was or how Bungie don't care to do anything about it. Just because it's a game doesn't mean that people enjoy having the 'privilege' to pay good money to play a game against cheaters, or that customers should have to put up with such cheating.
