Do these hackers make their own programs that can DDOS people easily? Or do they use certain clients and activate that say during a match of a game or something.

Yes there are services you can enter in a physical IP and it will bombard it for roughly 5-10min. If it lasts longer than more than likely a real hacker has a perma lock on that IP.
