It's a live service game, it'll never be finished. If they actuality stick to their guns and build on what they've built it would be great but some of this games magic is that it changes up fairly often.
Look at the bs Borderlands 3 is getting because it's just more Borderlands. It's great if you love the series but it offered nothing to grab new fans that didn't like previous installments. I guess Bungie isn't the only game that wants to please it's true fans.

Bungie has priorities and fan happiness isn’t number one.
