As an example, if you are on a Warlock, Xur won't give you an Insurmountable Skullfort.  Additionally, you cannot get exotics that are tied to events/quests such as Truth or Outbreak Perfected. This last weekend was my first time getting a duplicate and was hoping it was a glitch.
