Bungie is aware this is happening and it is intentional, but the restriction wasn't clear before cross save went live, so they have been assisting players in resetting cross save. https://www.bungie.net/en/Forums/Post/253269781?sort=0&page=0 There is a section in the above link on how to request assistance, one thing I'd like to point out, this assistance will be rendered during their regular business hours which is Monday through Friday 9am to 5pm Pacific time. I'd suggest making your post per the above link's instructions this coming Monday to get their attention.
