They also ruined Mag Howl by making it only active for one shot, removing the 'until next kill or miss'.
That wasn't in the nerf notes. Well done, Bungie, you -blam!-.

Yes, it has. Mag Howl used to be to be for the full 3 seconds, with multiple shots. Now it is gone in 1 shot whether you get a kill or not.

That's all they needed to do to it in the first place to stop the 2 tapping.
