1 Light Level Below My Currently Equipped Gear = Powerful? Really??

As the thread title asks, since when is one light level below my currently equipped gear the definition of "Powerful?" Come on Bungie. Also, locking 700 Light Gear out of the "Powerful" Loot Rotation until you've reached a Light Level of 699 is kinda BS. Especially when I've been getting 699 Drops from "Powerful" Engrams since Light 696. Bungie, if you're going to force us to get to Light 699 to even be able to get Light 700 Gear outside of Prime Engrams, you need to tailor the loot table to drop only the gear that isn't at 699 or 700. Honestly, though, I think you just need to adjust the algorithm that decides the Light Level of the dropped gear to give us 700 Light Gear once we've reached Light 698, especially if you're going to give us Light 699 Gear starting at Light 696. The way it is now is just a grind that shouldn't be there because it isn't rewarding at all. In fact, with the way this is, the game between Light 695 and 699 is just mind-numbingly stagnant because you there's literally no progression until you hit 699. Like, I'm basically marking time at this point and praying to RNGesus that I get gear drops for the gear that I need to level up. Come on Bungie, you can do better than this! This is just lazy game design and it's not fun!
