Powerful Engrams
6 of the last 8 Powerful Engrams I've had have dropped about 20 light levels lower than my current light level.
I was under the impression that Powerful Engrams drop at a light level higher than your overall light level?
Has this changed?

Come on man...it’s been this way for multiple of the same class for a long time now. You’ve been around here for a while, you should know better.

You have multiple Titans. Powerful gear has always been throttled when using multiple characters of the same class (in Destiny 2, anyway).
