Kistune already can track two targets independently. They just have to be close enough together to switch targets before the second rocket fires.

ya, there is no indication as to if you are locked on to two targets though, and often when you are the targets will be so close together that you may as well just lock on to one target which will often result in masive overkill making the reserves feel way too low.
