About 2 weeks ago. And I ran the forge after completing the first steps on it, but I never got the weapon.

Unfortunately, you'll have to wait until the sniper frame eventually shows up in Ada's inventory. Her inventory refreshes at the weekly reset. You should still be able to unlock the other forges.
