Im also having the same problem I cant see any of the event items on Shaxx dialog screen, but the problem only seems to be on my main character, but not on my free boosted character . Just found my problem was as dcbaseball said i missed a part of the red war quest i hadn't gone to see Zavala in the tower , after that i had to reload the tower to get the emblem from shaxx.
