Balanced Awoken Talisman quest broken - Bug

I have the Balanced Awoken Talisman mission quest called "Beyond The Watchtower" to get to Dreaming City, but the quest mission broke and will not let me back in.
I restarted game and now it works. It's now on the Destination Map and quest is at Dreaming City on map.
