Reset your Infamy rank in the crucible (reach max rank, 2000 points) and then travel to the Tower. My quest dropped during the loading screen.

So it would hypothetically drop for me if I would restet my crucible valor rank?

Edited by Jee: 5/1/2019 9:05:42 PMSorry, haven't used the app in a while so only just seen this. If you haven't done it already, then yes. Reaching the top rank in PVP and resetting your rank back to zero will make the quest drop.
