What was your overall power level with your best items on? As looking at your character now and you're 637 so getting a 643 item is still a powerful reward since it's above your overall power level. You now have to hope RNG levels your other items to bring it to the same level as your 645 item.

My highest overall equipped level is 640. But I'd thought that doesn't matter since the game only considers the highest light level item you have and gives u and upgrade over that. For example I've got a 645 kinetic, 644 power, 645 titan mark

So getting a 643 item is powerful since you're 640 overall. It doesn't look at individual items but rather you as a whole. So if you're 640 and have a 645 kinetic then you can get anything from 641+ so while it's weaker then what you're wearing. It's more powerful then your overall level.
