You have to destroy the 4 floating orbit around the boss in order to drop the shield. Once you have done that you will be able to start doing damage to the boss.

In addition to that I believe those enemies are 610 power level so any Guardian below 550 PL won’t be able to damage them.

I was still able to damage below 550 PL.
