Yeah, unfortunately you are SOL as you suspected. This is a known issue and tracked in the [url=https://www.bungie.net/en/Forums/Post/249468791?sort=0&page=0]Known Forsaken issues thread[/url].

Edited by InSaiyanOne: 11/29/2018 5:33:31 AMUnfortunately it wasn't sent to the postmaster...so just ever so slightly different. If you/they watch the video, you'll see as it sits on the ground it is still masterworked, however as soon as I clear a spot and pick it up I get a regular roll.

I'd say it's a variation of the same issue: if you don't have a free slot when it drops, it'll turn into a normal roll.
