How do you prove someone is doing a paid carry and not just a couple friends playing on each other's accounts or friends helping each other out?

Are they able to shut down or influence sites that aren't bungie.net

If the team doing the carry isn't manipulating the system(ddossing and the like) Is it technically even against the terms of service.
Unless bungie can present hard evidence that the exchange of money was specifically for the purpose of doing the carry, there's nothing they can go on.
The person paying could just say it was a donation. Ad is unrelated to the service provided.

First...Target people who solicit. Solicitation of services should be enough to ban, it certainly is in other games. Second...Google paid carries, etc. Ban solicitors. Each of these carriers needs to solicit in some form to make money. Ban solicitors....PERIOD. Then, when the lamentation of the exorcised erupts in the forums, maybe others will be dissuaded. If not, they can join the symphony of the exiled.

Bungie isn't going to waste all that money to go after a handful of people maybe making a few hundred bucks here and there. That is the very definition of a frivolous lawsuit.

Not to mention you pay to play this game. With account recoveries, you are also paying someone else to play for you, perhaps during a time period when you are, for example, at work or something. In theory, this is maintaining or adding to the player base on-line, which increases Bungie's stats. Maybe one person doing it isn't a big deal, but add up all the players and it increases the numbers. That's why Bungie won't do anything about it. Here's a tinfoil hat question - what if some of those doing paid carries work for Bungie & have an "in" for easy completions? Right or wrong, I dont think anything will be done about it.
