You may want to perform a [url=https://www.bungie.net/en/Help/Article/46501]scan and repair[/url] in the Battle.net app to see if that may help with your issue.
If that doesn't work, delete the following local cache/settings directories:

Neither of these worked. Any other ideas?

You may want to uninstall and reinstall your graphics driver, and/or installing an older version. Have you tried adjusting your settings in the game?

I HAD tried reinstalling the graphics driver before, but Nvidia released a new update yesterday (11/13/2018) and after doing a clean install this morning, it finally works. Thanks
