The only problem is DDoS is usually performed with a rented botnet. With anonymous payment options like Bitcoin it can be very hard to pin on a certain individual. Now this is not to say that certain government agencies aren't capable of tracing such activities back to a person, but generally those with the capability to do so have bigger fish to fry than cheaters in online games. Couple that with the fact that players outside of the US could be the ones DDoSing and suddenly the issue becomes much more convoluted. Unfortunately dedicated servers for PvP are really the only realistic answer.

I'm willing to bet people who have the means to execute these kinds of attacks engage in other more illegal activity as well so law enforcement should have plenty of incentive to investigate.

But when you know the live/PSN/battlenet ID of the culprit with evidence then the relevant law enforcement can obtain the persons real name and address from the platform holder.
