Across 3 platforms? They can rent them and they scale by demand from amazon and microsoft.
Other free to play games manage to do it, why can't bungie with all the money from dlc's + eververse?
Plus they only need to rent them for the pvp part of the game...

Bungie makes one game every 3 years and caters to a dwindling player base. It’s not happening. Far too expensive for an issue that affects a fraction of a percentage of the population.
