Just guessing, but it's probably not very easy. There are millions of players in Destiny. Bungie is probably afraid of getting it wrong and banning the wrong people. I could be wrong, and maybe they just don't care. Who knows.
All I know is that I would be pissed if this happened to me. I would report this to my ISP immediately. It's a crime.

The ones I've seen do this crap DAILY! I could see one or times and you could just blame your connection, but DAILY. Some of my clan mates ran into a team that did this to them twice! Checked their recent game plays and they had been doing it all night. Checked back a few days later and sure enough 24 straight games where the enemy team had 2 players removed and zero scores. One guy actually accepted our party invite and point blank told us he was getting payed $500 to get some else a Lunas Howl. I dont know what's worse, the scrub paying or the scrub who cant get the gun legit.
