Definitely the 2nd one. Outlaw is basically useless seeing as the spread will end up killing the enemy. Honestly didn't even know outlaw was an option on shotguns until now.

Back in Destiny One you had armor perks for faster reload on shotguns.

You can get triple tap on certain shotguns as well

Now that seems like it could be good depending on how hits register as shots

Me neither, was a little shocked as is why I was unsure which to delete since I've never had a shotgun with Outlaw.
