I find that the oracle offering itself doesn’t always give powerful gear but the bounty that it gives you to claim right after always gives you at least one piece of gear above your light level.

It could possibly be that it isn’t guaranteed to be powerful gear. I haven’t done it enough to know for sure. It would honestly suck if that’s the case. Sorry you got something lower than your light level :-/

It is guaranteed. Me and my clanmates have completed it a few times each. It says powerful engram as a reward. I'm just sick of being screwed over, plus bungie needs to know about this to fix it. I'm only 530 and should be close to 550 with nearly 70 powerful engrams missing or not being rewarded and well over 100 hours into the DLC since launch.
