I lost mine after fast traveling. Apparently you have to reach the Oracle without fast traveling, redeem the bounty and offer it.

i didn’t fast travel and lost mine. I didn’t even move my character from the spot i was standing on and lost mine. opened my inventory, claimed the bounty, checked to make sure i got it, i did. Left my game in the inventory screen, got a drink, came back and it was gone.
