Seems like they blanket buffed them.
I was smashing someone in the face with a Frostmire Hex with High-Cal Rounds and he kept getting perfect headshots on me even though I was hitting crits nonstop.
Could be the connections lately, though.

Might be the new perks like reduced flinching for snipers? But yeah they definitely feel buffed
