Why are the CoO and Warmind DLCs needed for Forsaken?

I enjoyed playing Destiny 2, to a point. After that point the game just felt like it was going nowhere, so I took a break. Saw the Curse of Osiris DLC and was not interested in it whatsoever, only thing would be the level power level increase. Warmind released and so i got that DLC, had fun with it, would say that it was worth the money i spent. Saw Forsaken DLC and got really excited for it, until it said that DLC 1 and 2 are needed for it. Why? Is it a case of level? Because i was able to reach the same level as others that had both (30). So what then is the justifiable reason, for me to spend another $20 USD for a DLC i don't even want, or use to be honest, to then spend another $40 USD for Forsaken. that would be $80 USD overall i would be spending including Warmind... for DLC. A game that costs $60 USD, and then you need another $60 USD (if you get the expansion pass that's now $20 USD but was $35 when i got Warmind) to fix the game. The price for a whole other game (Anthem maybe...). Rant aside, what on Earth is the reason for me to HAVE to buy Curse of Osiris for me to get Forsaken? Why wouldnt it work if i dont get it? that's all i want to know
