No way to really fix it. Bungie cant prevent a ddos attack on your network. As far as the game thinks, you've disconnected from the game. It can't differentiate between a ddos attack or you turning your router off.

They can see packets being sent in by amount. They can look at logs and see the difference from a router being switched on and off. To tell the difference of a overload internet failure. Dedicated servers would solve the problem/ swinging ban hammer hard.
