The fluid itself isn't the Vex.
Vex are the energy within Radiolaria fluid, and the fluid itself is just a byproduct of conversion. Meaning the fluid itself can be solidified into silica glass, or be vaporized into gas
But those states of matter aren't the Vex.
Vex are the blood cells in your body, not the blood itself.

But the more important thing is that there are 2 voices. The Wardens and the Thinkers.
The Wardens are the thing that converted the Vex in the first place.
The Thinkers are the Vex themselves, the energy within the fluid. The liquified, distilled and converted race of people(s) that the Wardens were designed to preserve.

Most people don't refer specifically to plasma when they say blood, they generally refer to the fluid and it's constituents as a whole as blood. With radiolarian fluid in this case I see it as essentially the same, as referring to it as "Vex milk" always feels... off, Vex blood would actually be a more accurate description.
