Hello,
The founder is the only one that can make you the leader. So can you contact him somehow to see if he can pass the leadership to you?
If not, there is not much that can be done unless you start a new clan with the active players.

Would the currently earned clan staves disappear? or are those account bound

As TuxyDoh said, the staves are clan bound. You will lose them.

they are clan bound. if you leave the clan, you lose them.
