Are you sure you're grinding in the right places? Not all vendors have it in the pool. Preview the would-be engram in the vendor's inventory to make sure you see if there. If not, hold on to your tokens until their inventories change.
I've had at least 40 drop this year.

There is only 1 vendor with the Antiope-D and it's Banshee, so I'm sure of this. This is why I'm saying this thing is bugged: there are players that haven't found one since the launch and players taht continuosly drop it. It's so weird...
