Stuck light level
Light level is 349 and I've been stuck at 340 drops for two weeks.
I've raided and had a raid chest piece drop that brought my level up by 1, and all my weapons have dropped at 340. I've completed all my weekly milestones and run heroic strikes and nightfall almost daily.
Is it a glitch in the game or is this just how it is?

Are you running one character? You must be running 3 to progress faster. Just swap your highest level guns from your main to another one and infuse them with whatever that character milestones drop.

Soft cap is 340 (345 with mods). Only way to progress is milestones, raids, and trials.

Gradually increasing your level is pretty much the way it is if you're only running 1 character at End Game. To upgrade quicker you need to be running milestones/raids across 3 characters, infuse your weapons as high as possible and swap your high level weapons to the next character, then do milestones/raids again.
