I think a good portion of people will come back for the September expansion if it introduces enough. This community has been very loyal to this game, and it's obvious that some of them really want to be able to play it. That kind of passion doesn't just die out in a year. If the September expansion is any good, there will be people coming back.
I can tell you who's NOT coming back however. All of the trolls on the forums. Even if the fall expansion is amazing, they'll still be one here calling it crap and saying the game is dead. They're always here and they're never satisfied with anything.

You’re seriously over estimating the loyalty.. Do you really think people will after a year of not thinking about Destiny decide.. Hey I’m going to play that game I hated again.. Don’t count on this games population coming back.. History has proved when players actually leave.. Very few come back..

There are a lot of people who really want to enjoy the game though. It's not that they don't want to play Destiny, or that they really hate the franchise. Most people who loved Destiny 1 just really want this game to improve and are waiting for that. They may be playing other games, but when the word gets out that old features are coming back a good chunk of them will come back. They want to enjoy the game, they just can't because there's nothing to do. I do understand what you mean however. Some people will definitely not be coming back. A lot of people have really given up. Still though, I think enough will come back to at least revive the game to a more normal state.

If they we’re to launch that fall dlc for free as a thank you for putting up with all the deception I’d consider playing again.. But you have to remember.. Yes some people will come back if it gets better.. But the people who left will be asked to pay 40$ more in order to see what’s going on with the game.. Also don’t forget.. Destiny 2 reviews were great when it came out.... People won’t be trusting reviews this time around..
