Why can't we turn on/off perks on our subclasses yet?

Just doing that would artificially increase customization. I wonder how difficult it actually is. [spoiler][b][i][u]KUPO!!!™[/u][/i][/b][/spoiler]

I turned the on/off switch on the console to off, and it did amazing things.
