I think it depends on if you believe Satan is a fallen angel that wants to take over heaven or if he is an employee that simply runs Hell.

When I try to imagine Satan I don't really think of someone who was an angel of god once. This imagination makes Satan somewhat nice. I think of cruel, cold, heartless devil who loves to torture human souls and cause immense physical and mental pain.

Well think of all the music that is from the devil, and food and other sinful things. If The Devil wants to take over heaven, then why would he punish the soles that went against God's will? Mind you this is a silly response and since I am not Christian, I don't believe in Heaven or Hell.
